The first part of the thesis is focused generally and provides overview of individual types of administrative and economic instruments with regard to their attributes, functions and effects.
The dissertation deals with application of economic approaches and instruments in natural resource management. The paper puts a special emphasis on the developing concept of ecosystem services (mainly abroad) and its application in the Czech Republic's context. The objective of the thesis is to cultivate academic discussion of the importance of methods employed in environmental economics for application of economic policy tools in natural resource management in the Czech Republic's context and, among other things, to clarify whether (and if so, how) the concept of ecosystem services may contribute to the formulation of these tools. The paper also discusses possible limitations of using purely quantitative econometric methods in environmental policy. The dissertation is designed as a cumulative paper. The results of five scholarly articles presented document that application of economic approaches (such as valuation of environmental goods and services) may contribute to efficient meeting of environmental policy goals and that the ecosystem service concept brings new capabilities for application of economic theories in practical natural resource management. One of the new instruments grounded in this concept is the payments for ecosystem services, increasingly implemented abroad. However, the research results also point out the fact that isolated application of outcomes from quantitative environmental goods and services/ecosystems assessment methods has its limitations and may lead to design of measures and tools that will not have the desired effect. The recommendation is therefore to combine outcomes from quantitative methods with qualitative approaches (such as institutional analysis or stakeholder analysis).

Karlická, Dora ; Sobotka, Michal (advisor) ; Damohorský, Milan (referee)
This thesis deals with administrative and economic tools as a part of instrumentarium of environmental protection. I have chosen this topic for the following reasons. Protection of the environment is an important and actual issue of nowadays, it represents one of the three essential pillars of sustainable development, along with economic and social pillar. In order to achieve an effective environmental protection, it is necessary to embed the most important tools of environmental policy in law. Only then it is possible to successfully enforce relevant measures. Administrative and economic tools represent the most important sets of instruments of environmental protection for they have a great potential to resolve environmental problems. This potential is, however, not utilized enough in a number of cases. Both administrative and economic tools of environmental protection are regularized - they have a chance to directly (administrative tools) or indirectly (economic tools) affect the behaviour of a large number of subjects in an ecological friendly way. The thesis is composed of three main parts - 1.Tools of environmental protection, 2.Administrative tools of environmental protection, 3.Economic tools of environmental protection - each of them subdivided into chapters and subchapters. Part One is...

Kulichová, Ada ; Melichar, Jan (advisor) ; Kaprová, Kateřina (referee)
The diploma thesis deals with the implementation of entrance fee to national parks in Slovakia. In the first part, it describes the entrance fee as an economic tool of environmental policy, considers its features and application. Thereafter, the organization and financing of nature protection in Slovakia is explained. From the presented analysis of revenues and expenditures it is obvious that the national park administrative units are exposed to the lack of financial resources. As a solution of this situation, the thesis suggests increasing of revenues by the implementation of the entrance fees. Subsequently, each Slovak national park is characterised. The aim of the thesis is a proposal of the entrance fees system in Slovak national parks, which is divided into particular steps. The activities concerning the collection of the fees are preceded by rearranging the ownership relations and adjustment of legislation. The next steps of the proposal deal with the way of fees collection, the extent of the fees and with potential revenues for the national park administration that would be generated by the fees. The final steps of the proposal consider control together with modification of the entrance fees collecting system and its potential expanding.
